The committee report reviews current Maine statutes that may be used to prosecute and sentence sex offenders, looks at sentencing alternatives, the two Acts relating to registration of sex offenders and public notification of their release, and current and planned resources. It describes approaches used in other states (including Colorado, Nevada, Tennessee, and Utah) regarding civil commitment and criminal laws. The committee recommends the enactment of proposed legislation and amended sentencing options; an increase in the number of forensic and presentence evaluations; the creation of a separate line item in the budget to provide adequate funding; that all court ordered forensic evaluation by provided by the Department of Corrections (DOC); and encourages the DOC to accelerate the creation of sex offender treatment programs.
