The National Practitioner Data Bank was created to help prevent unethical or incompetent health care practitioners from moving from state to state without disclosure of their previous incompetent performance. Because of continuing concerns about the management of the data bank, the General Accounting Office performed a review to determine how well the data bank responds to user requests, if its operations are being adequately monitored, and to review the future planning and finances.
