Reforming California's Adult Parole System

California's current parole system threatens to overwhelm the resources of the corrections departments. Most parole violations involve criminal conduct and result in a return to prison for up to one year. Reforms suggested in this report include: a new parole supervision strategy based on a new classification system of parolees; a restructuring of the state's system for imposing sanctions on parole violators; and redirecting budget allocations to augment parolee failure programs and parole services.
