Crime and Punishment in America: 1998

Serious crime rates have declined in the 1990's and this report contends that a major reason for this reduction is that crime has become more costly to the perpetrators in terms of the probability of going to prison. As the "expected punishment" rises, the rates of crime decrease. A case study: California vs. Texas is presented, and a discussion of privatization is also included in the document.
