Class Dismissed: Higher Education vs. Corrections During the Wilson Years

Acknowledging that prisons and universities have the same target population, this study examines the state's spending patterns for higher education and corrections under Governor Wilson and the changing racial composition of public colleges and prisons. Data collected for the eight years of Governor Wilson's administration show that, as in other states, corrections spending has grown far more than that for higher education and that minority entrance into state-run colleges and universities has decreased while incarceration of minorities has increased.
