Because there is a paucity of research dealing with female offender characteristics and programs to assist them, the authors wrote this paper. The report presents characteristics of female offenders, theoretical perspectives underlying gender-specific programming, promising programs and practices, a new model for treating substance abuse, structure and content of an effective treatment program, assessing gender-specificity in programming, and measuring program effectiveness.
