Women in Prison: Sexual Misconduct by Correctional Staff

Focusing on the three largest correctional systems for women offenders and the District of Columbia, this report addresses staff-on-inmate sexual misconduct in women's prisons. From 1995 to 1998, the three systems (the Federal Bureau of Prisons, the California Department of Corrections, and the Texas Department of Criminal Justice) had a total of 506 allegations of staff sexual misconduct, of which 92 (18%) were sustained. The District of Columbia had 111 allegations with 12 (11%) sustained during the same period. Generally, there is a lack of readily available, comprehensive and systematic data and reports on the number, nature, and outcomes of staff-on-inmate sexual misconduct allegations.
