Research has shown that having a family to return home to upon release from prison is one of the most important factors in reduced recidivism. This report takes a look at how families are impacted by government policies and services specific to contact with inmates who are family members. This report discusses: why family issues are important; how family contact can pose security risks; how families maintain contact with telephone calls, letters and packages, and by visiting; family programs currently offered in Florida; and innovative family programs in other states. Unfortunately, there is an overriding tendency to make it difficult to maintain family contact.
