Texas Correctional Population Changes in Historical Perspective: Long-Term Planning Issues to Consider

Historical data are used to support suggested short and long-term correctional planning strategies. Three points are made: due to recent decreases in the correctional population (due to the impact of parole policies), demand for prison space has declined; prison population increases are more likely to occur over time than decreases; and short-term policy goals need to maintain capacity management flexibility in order to meet duty-to-accept. Three short-term and three long-term key policy options that maximize flexibility and alternatives conclude this report. Accession Number: 016728
