The Federal Death Penalty System: Supplementary Data, Analysis and Revised Protocols for Capital Case Review

Information regarding decision-making processes and demographic factors in federal capital cases is presented. This report is divided into the following four parts: legal rules and administrative procedures; study of the system; analysis of the data; and protocol revision. The reason for the high degree of minority defendants in federal cases is that most organized drug trafficking is carried out by minority gangs. And since the focus of federal enforcement has been on drug trafficking, the representation of minorities in capital cases is therefore high. Accession Number: 016957
