Jail Breaks: Economic Development Subsidies Given to Private Prisons

The degree to which the billion-dollar private prison industry receives economic development subsidies from local, state, and federal governments is determined. Following an executive summary, this report looks at: the rise and decline of private prisons in the U.S.; financing the private prison industry -- private and public money; economic development subsidies given to private prisons; and public policy options. Appendixes provide information about methodology, company profiles, and facility profiles. One finding is that 73% of the big privately built and operated prisons receive subsidies.
