The Death Penalty in Black & White: Who Lives, Who Dies, Who Decides

Findings from two studies are presented that show that racism continues to distort the use of the death penalty. This report contains the following sections: executive summary; the sounds of racism; study I -- the increased risks for blacks facing capital punishment as shown in the Philadelphia story; national patterns of racial discrimination; study II -- the race of the decision-makers; conclusion; and an appendix of tables showing racial disparities in sentencing rates. These two studies provide additional weight to the holding that racial discrimination permeates the capital punishment system of the U.S. Accession Number: 017687
