Distorted Priorities: Drug Offenders in State Prisons

A demographic "portrait" of drug offenders in state prisons is presented. Sections of this report include: criminal history of incarcerated drug offenders; level of involvement in drug activity -- conviction offense and offender's role in the drug trade; substance abuse history; community ties (such as employment history); racial/ethnic demographics; and conclusion -- toward a more effective drug policy. Strong support can be given to the utilization of more diversion to treatment programs or other alternative forms of community-based sanctions since 58% of those incarcerated for drug offenses are non-violent and not involved in high level drug activity.
