A Portrait of Prisoner Reentry in Illinois

Utilizing data on incarceration and release trends, this report provides an examination of the "policy context surrounding reentry in Illinois, the characteristics of Illinois' returning inmates, the geographical distribution of returning prisoners, and the social and economic climates of the communities that are home to the highest concentrations of returning prisoners" (p. 1). Some highlights are: a 500% increase in the prison population from 1970 to 2001; a 60% increase between 1990 to 2000 in the number of people under community supervision; and a majority (97%) of Illinois prisoners released in 2001 returning to communities in Illinois, with 51% returning to Chicago.
