Washington's Drug Offender Sentencing Alternative: An Evaluation of Benefits and Costs

Results from an outcome evaluation and benefit-cost analysis of the 1999 amendments to the Drug Offender Sentencing Alternative (DOSA) are presented. Following a summary, this report addresses: how DOSA fits into Washington's adult sentencing system; the legislative direction for the evaluation; current trends in the use of DOSA; use and costs of drug treatment under DOSA; does DOSA lower recidivism rates?; recidivism findings; and benefit-cost analysis. DOSA use results in a statistically significant reduction of 7% in reconviction rates (within 24 months) and a range of $7.25 to $9.94 in benefits per dollar of cost. Accession Number: 020234
