Results from an evaluation of substance abuse treatment programs in Minnesota prisons and communities are presented. Sections of this report are: executive summary; introduction; background; previous research on treatment effectiveness; community-based treatment -- use and availability; community-based treatment -- outcomes and program oversight; treatment for prisoners -- use and availability; treatment for prisoners -- outcomes; list of recommendations; and agency responses. One observation made is that "[s]tate policy supports the use of substance abuse treatment, although evidence about treatment outcomes is limited" (p. x). Accession Number: 021555
