Guidance regarding law enforcement agency change and/or reform “in the most cooperative manner with the least amount of disruption to the operations of the agency” is provided for police managers and police unions (p.xv). Volume One is divided into three parts: circumnavigation of police labor-management relations -- American policing (a custom schooner), perspectives from the bridge, police management or walking the yard without a net, and police unions (the dreadnoughts of the police world); navigational aids -- smoother sailing with four principles that can change the relationship and racial profiling (one politically stormy issue); and bridging the differences -- staying on course and building effective police labor-management relations. Appendixes provide a summary of the practitioner survey responses, independent national police unions, AFL-CIO affiliated unions with substantial police membership, affiliations of police unions in 100 largest cities, and contact information.
Volume Two is “a supplemental training guide to use separately for in-service training, seminars, conferences, and self-facilitated instruction” (p.viii). It is “critical” to read Volume 1 before beginning this training. Chapters comprising this guide are: informal processes for building cooperative police labor-management relations; exploring and beginning a joint labor-management effort -- creating the charter and setting the agenda; developing skills for effective joint labor-management change; and applying the interest-based, problem-solving method.
