An Evaluation of CJA's New Release-Recommendation System

Results from an evaluation of a release-on-recognizance (ROR) recommendation system which takes into account community ties and criminal history are presented. This recommendation is being utilized by New York City's Criminal Courts (lower courts). This brief is comprised of the following sections: research questions; description of the system; data for the study; the system's consistency over time; more defendants recommended for ROR release with a slightly lower FTA (failure to appear) rate; improved differentiation between low- and moderate-risk FTA defendants; greater consistency between ROR rates and judicial release decisions; and conclusions and implications.
