The New York City Department of Probation could not use an off the shelf risk assessment instrument due to: 1) none focused on what the agency wanted to assess in particular - violent criminality; 2) every prediction instrument has a series of hidden policy and value decisions; and 3) it cost less to create a new, specialized tool than to keep paying yearly fees to a proprietary vendor. This article describes the general process in creating a new assessment tool and provides a sample of it.
