The first part of this two-part article is titled "A Reassessment of Violations Policy and Practice." This section discusses the success that South Carolina Department of Probation, Parole, and Pardon Services has had with using violation guidelines for parole and probation violations. They have broken down parole and probation technical violations into three categories according to severity. In the least severe category, the parole or probation agent may use intermediate sanctions as opposed to revocation. The most severe category allows for the agent to refer the parole client to a revocation hearing officer or, in the case of a probation violation, refer the case to a judge. The result of this program was that most technical violators remained in the community, therefore local jails and prisons were only slightly affected. The second part of this article, "Programs in Action," describes confinement alternative programs for technical violators in New York, Washington, Idaho, and Connecticut.
