Cook County's Gender-Responsive Treatment Model

The process by which a treatment model responsive to female offenders was designed and put into action in Cook County is described. Information is presented about: the change prompted by jail overcrowding; the collaboration of the Female Offender Advisory Council on policy and procedure; the addition of gender-responsive criteria to RFPs; the creation of a Department of Women's Justice Services to oversee and direct program placements in Drug Treatment Beds, Sheriff's Female Furlough Program (SFFP), and Maternity Objectives Management Program (MOMs); and community reintegration.
